The Organisation Undoing Tax Abuse OUTA has called on residents of Johannesburg to rise up.
This after Eskom this week announced that it planned to implement power cuts in the City of Johannesburg at certain pre-determined times of the day from next month.
It has cited the failure of the City and its power utility to pay more than R6-billion in arrears.
Executive Director of OUTA, Advocate Stephanie Fick says a court has already ordered the City to pay Eskom.
"The court has said that the City of Joburg must pay its account and that they can sort out any billing problems that they might have, they should sort out. Both these entities should be around the table and we should look at why City Power is not paying. And then maybe one should consider, you know not a tax revolt per se because that will never work. You will damage the infrastructure of Joburg but sort of come to an agreement that if you are not going to resolve this issue, money should then be paid into a trust account and paid over to Eskom until this situation is sorted."
