This meeting was part of Biden's only visit to sub-Saharan Africa during his presidency. Fulfilling a promise made earlier, Biden expressed the United States' strong commitment to Africa, using the phrase "all in on Africa," which he first mentioned at the U.S.-Africa summit in Washington in December 2022.
During brief remarks at Angola's presidential palace, Biden emphasized that the U.S. was prepared to be deeply engaged with Africa, acknowledging that while the U.S. does not have all the answers, it is ready to listen to Africa's needs, particularly regarding international debt financing.
President Lourenco highlighted Angolas desire to strengthen ties with the U.S., focusing on attracting foreign investment and improving defense and security cooperation. This includes joint military exercises and collaboration in the Gulf of Guinea and South Atlantic.
