The reigning Nigeria Premier Football League, NPFL, champions beat competition from Enyimba for the player.
Silas is reported to have agreed personal terms with the Flying Antelopes.
The 22-year-old forward's move is expected to be made official after completing his medical.
Silas was formerly on the books of Plateau United.
