Housing Development Agency Hda

The Housing Development Agency HDA is a national public sector development agency established by an Act of Parliament in 2008. The agency's mandate includes identifying, acquiring, preparing, and developing suitable land for human settlements, as well as undertaking programme and project management for housing development. The HDA works in partnership with various stakeholders, including national, provincial, and local government, communities, developers, and financiers. The agency is accountable to the Minister of Human Settlements through its Board.


Position Available: Temporary SCM Compliance Manager

Location: Head Office Johannesburg
Reporting Line: Senior Manager: SCM
Reference: HDASMC01
Contract Duration: 12 Months


Main Purpose of the Role:

To perform compliance duties related to irregular, fruitless, and wasteful expenditure within Supply Chain Management SCM and Finance.


Key Performance Areas:
  • Maintain registers for irregular, fruitless, and wasteful expenditure and verify the amounts.
  • Conduct determination tests on irregular, fruitless, and wasteful expenditure.
  • Prepare determination test reports for the condonations committee, EXCO, and the Board.
  • Submit requests for condonation to National Treasury.
  • Compile and ensure the submission of all required SCM reports to National Treasury.
  • Provide regular training on SCM laws and regulations across the organization.
  • Monitor the legal and regulatory environment of SCM to ensure compliance.
  • Offer compliance advice when necessary.
  • Conduct SCM self-audits as required.
  • Draft reports with clear findings and recommendations.
  • Assist SCM and Finance teams during the audit process.

Qualifications Experience:
  • Degree in Supply Chain Management, Legal, or Finance.
  • Experience and knowledge of governance and compliance with the PFMA and PPPFA .
  • A minimum of 10 years' experience in Supply Chain Management.

Remuneration:
  • R61,000 per month all-inclusive package
  • Contract Duration: 12 months
